I understand Patrick's Island has a Neighbourhood Watch program.  What does that mean?
 
A Neighbourhood Watch is a simple uncomplicated programme, uniting citizens in a community to protect themselves and property by reducing the risk of crime. It merely means a decision by residents of the community to cooperate among themselves and with the police, to prevent crime in their neighbourhood. It also lets would-be criminals know that the risk of detection and apprehension is increased.
 
PC Michael Lazzari is our RCIPS community officer.  The neighborhood is also patrolled a minimum of 3x per evening by a private security company.  An active What's App group is available for residents and owners to disseminate timely information.

Am I a member of the HOA?  I don't recall ever joining.  
 
Membership is not required.  The HOA is a not-for-profit Foundation with no shareholders or members.  The beneficiaries of the Foundation are registered owners in Patrick's Island, regardless of financial contributions.  A Board of Directors is elected annually which acts for the interests of the community as a whole.  
 

 
How much are the HOA fees and will they increase?
 
Contributions to the HOA are compulsory under the restrictive covenants of Patrick's Island.  
 
Long time owners may recall that HOA fees in the early 2000's were at the same levels as present (CI$600 per vacant lot and CI$1,200 per built home per annum).  Since the HOA was re-established in 2019, fees have remained at these levels.  Besides the preparation of an annual budget, the Board undertakes reviews of fee levels in comparable canal communities from time to time.  Financial statements are shared with owners at the AGM, indicating funds received and paid during the year.  
 
While the aim is to keep fees at the current levels, capital projects could impact the HOA fee levels (road repaving, seawall repairs, structural enhancements).  In an effort to more easily absorb such matters, a capital reserve is being built over a 10 year period.  Details of the reserve are included in the financial statements presented at the AGM.
